| 内容記述 | According to the Cultural Properties Protection Law (CPPL); the Places of Scenic Beauty and Natural Monuments are included as a part of our cultural properties, since the former Protection Law of Historic Sites, Places of Scenic Beauty and Natural Monuments was integrated into CPPL in 1950. However, there have been some discussions that suggest that the Places of Scenic Beauty and Natural Monuments should not be considered as “cultural properties”, that they should be subject to a part of the Preservation System of National Land and Natural Environment (PSLE). In this paper, it is proposed that the Places of Scenic Beauty and Natural Monuments, in fact, should be considered as cultural properties and therefore, they should be protected under CPPL as before; the reasons are described below. First, they should be thought of as part of our cultural existence, when cultural value is attached to them and they obtain the characteristics of cultural properties. Second, we Japanese have come to understand them to be cultural properties, after the enforcement of CPPL in the last 40 several years. Third, CPPL protects them with more authority than PSLE. It is not necessary that our Places of Scenic Beauty and Natural Monuments be protected by CPPL alone. On the other hand, in addition to CPPL, PSLE offers another means of preservation. Therefore, recognizing their characteristics of cultural properties, it is necessary to strengthen the interdependence between CPPL and PSLE. | |||||
