| 内容記述 | Hanshin-Awazi-Great-Earthquake attacked northern Awazi Iland and Ko\^^^be areas in January, 1995. The cultural facilities were damaged less tan houses. However, resumption of the facilities was delayed as long as more than one year, because they had been used a substitute of living for refugees and administrative measures for reconstruction took priority over traffic facilities, hospitals, schools etc. It allowed staffs of cultural facilities to feel played down. However, Hyo\^^^go-Phoenix-Plan, showed by Hyo\^^^go-ken as middle of long range planning of evidently gives high priority to cultural promotion. In light of the Kobe case, balance in priority diefferences between administrators responsible for reconstruction and cultural facility staffs should be critical to consistent promotion of cultural activities. | |||||
