These attempts first aim to stop population outflow and to simulate recovery from economic stagnation. However, they include cultural aspects as well. We pick up the case of Kurokabe, Inc., which is a so-called third sector (quasi-government) development project, partly sponsored by Nagahama city. Kurokabe’s successful management of “Kurokabe Glass Square”, which displays. produces and sells glassware, has greatly contributing to the regional development in the Nagahama area. In this paper we focus on the brief history of the setting up of Kurokabe, Inc., and its growth, analyzing the reasons for its success mainly based on a survey of public consciousness of cultural events.
